oic naming space usage in IoTivity

      Description

      Currently, IoTivity code uses oic naming space and x.org.iotivity name space for non-spec-finalized resource.
      All the new resource or property should follow same policy.
      Today, OCF BoD has a discussion for certification criteria whether oic naming rule is allowed for non-spec iotivity code. BoD meeting conclusion was that certification do waive current certification fail rule against out of spec resource with oic naming space.
      To keep the OCF BoD conclusion, oic naming space should be applied to IoTivity resource such as multiple ownership feature in security and tcp/tls also.
