"Randomly" generated ID message are same

      Description

      When using Atomic Measurements (Blood Pressure) with Binary Switch (possibly can be different resource) in test CT1.2.6, there is problem with ID message when IUT respond to CTT request "Please change some value in /BinarySwitchResURI resource or press Skip if unable to change".

      From CTT logs you can find out that both /BinarySwitchResURI  and /BloodPressureMonitorAMResURI have exactly same message ID(Content ID), which is problem because response with same ID is treated as retransmission and is ignored.

      In Iotivity logs, please search for "gen msg id=" and as you will see, ID message for both URI are same.

      Workaround for this is to update resource again, which will generate different message ID.
